Complete Quarterly Attestation for Capital Projects

Quarterly attestation helps confirm that capital project in-service dates are accurate and up to date. Maintaining accurate in-service dates is critical for university-wide financial reporting, budget forecasting, and cash management.

PTA Manager’s In-Service Date module (PTAC ISD) supports this process through monthly reminders and a quarterly attestation requirement. During the third month of each quarter, project managers or their delegatees receive an automated request to review and attest to the accuracy of their project’s in-service date with a simple checkbox confirmation.

Complete Quarterly Attestation for Capital Projects

  1. Go to Oracle Financials
  2. Select Login
  3. Enter SUNet ID and password, if prompted

  1. Select SU PTA Manager Capital Distributed User
  2. Navigate to the PTAC In-Service module and select (drop-down arrow) to access the menu. Then, select Projects at a Glance

The module automatically opens to the Active Projects tab, which displays the projects you are responsible for. All capital projects that are active and pending closeout will display in two sections on this tab. The top section lists all capital projects that are in the construction in progress (not yet substantially complete or in-service) phase. The bottom section lists all capital projects that are in the substantially complete phase and have an in-service date.

  1. Review the Estimate In-Service Date for all projects listed in the Construction in Progress (Not In-Service) Capital Assets (top section of the dashboard) and edit as needed 
  2. Review the In-Service Date for all projects listed in the Substantially Complete (In-Service) Capital Assets (bottom section of the dashboard) for accuracy

If you identify an incorrect Estimate In-Service Date or In-Service Date, follow steps to Edit Capital Project In-Service Dates

  1. Once all projects are appropriately updated under the Active tab, select the Attestation button (top right of the dashboard) 
  2. From the Campus Attestation screen that appears, review each project’s in-service dates for accuracy
  3. Add an Attestation Comment (optional)
  4. Select the Certify Attestation button to submit your attestation

If you identify an incorrect Estimate In-Service Date or In-Service Date, exit the attestation, and follow steps to Edit Capital Project In-Service Dates. When completed, restart the attestation with the corrected data reflected.

What Happens Next?
  • The attestation is recorded in the In-Service Date module and displays in the Attestation History for each project.
  • The Attestation Report tab on the dashboard shows a quarterly summary of attested projects.
  • The attestation completion status updates on the dashboard.
  • Attested data is used by central teams for financial reporting, budget forecasting, and cash management.
  • Delegatees should notify assigned project managers that attestation is complete.
